That argument doesn't hold. The menu Format is one longer than Edit and the
menu Insert even two.

Thus one could consider arguments.
Originally Compare documents is placed in the Edit menu.
And Merge Documents in the Edit>Track Changes menu.
- You can use Merge Documents to merge documents (with the same root document)
where changes are recorded.
- You can use Compare Documents to compare documents (with the same root
document) where no changes are recorded. The result does show changes as if
recorded.
So placing Merge Documents in the sub menu, makes more clear that it is
different from Compare. On the other hand, one has to learn what they do
anyway.
And also Compare Document, you may say, is related to tracking changes.
Therefor of course it was placed below Track Changes in the menu Edit.

I'm fine with any decision, but appreciate a proper reasoning :)
