For me there is no bug here:
1/ you have set language to English for each sentence: Format > Character
2/ for each sentence Writer is able to suggest a plausible alternative to
English, if you ask for.

Note: in my case, with only English and French installed, Writer proposes
Frisian instead of Dutch. According to Google Translate, it seems correct too.
And it seems also correct to say that is Afrikaans. I guess the behavior of
Tools > Language depends on the number of languages in which the sentence is
valid.

I close this bug report as NotABug. Feel free to reopen if you disagree.
