This is likely Windows-only (tested in Win 7).

Open start center, click Open File, and in the Open dialog enter the complete
file name with path to any document in the address bar in the top (not in the
usual File name field in the bottom), then hit Enter.
This opens the file in the background (let's disregard why, it's not the
typical way to open files), but also shows the following error message, which
it shouldn't:

"The application cannot be started.
A general error occurred while accessing your central configuration.
("component context fails to supply service
com.sun.star.configuration.ReadWriteAccess of type
com.sun.star.configuration.XReadWriteAccess: loading component
library
<file:///E:/LibreOffice/LO_5411/program/../program/mergedlo.dll>
failed")"

While opening a file like this is rare, the same thing happens if you open a
linked document from another, so the issue is more general, thi is just a
simpler repro case.

Strangely it doesn't occur with a daily build and the 5.4/6.0 bibisect repos,
it might need release builds. Note that this is a separate-installed version.
Observed using 5.4.1.1 & 5.4beta1 / Windows 7. No error message in 5.3.4.2.
