able to view .ots file on 5.0, 5.1; crash on 5.2; endless loop on 5.3, 5.4

Steps to Reproduce:
open CHECKLIST_REQUIREMENT_MANAGEMENT.ots attachment 68447

Actual Results:  
in endless loop

view content
