.odt file to reproduce the problem

Steps to reproduce:
- open the attached file
- observe that some line numbers are small (5, 10, 15, 30) and some other are
large (20, 25, 35, 40).
Actually, it seems when a new paragraph is started, the line number is smaller.
Is this a bug or a feature?
