Yes, It is reproduced in my system.  

Steps Followed: 
1. Open LibreOffice Writer
2. Type Tamil content.  
3. For Step 2, sample can be taken here - "வானூர்தியில் தான் கருப்புப் பெட்டி
என்று கேள்விப்பட்டிருக்கிறேன்."
4. Try to bold through both the ways (Ctrl + B and clicking on 'Bold' button).  
5. Verify the result.  

Expected: Content should be bolded
Actual: Bold not working

Environment: LibreOffice Version: 5.3.4.2 (x64), Windows 7 Home Basic 64 bit OS
