Description:
For some reason, some charts do not allow changing the data label placement.
The behaviour is inconsistent.

Steps to Reproduce:
Could not figure out how to reproduce the issue reliably, so provided a file
with example chart having the issue.

Get into the chart, right click on data series or label, select "format data
label", got to "data labels" tab.

Actual Results:  
Data label placement choice is greyed out.

Expected Results:
The placement line should not be greyed out.


Reproducible: Sometimes
