* Start LOWriter with CTL enabled, I have buttons for RTL/LTR layout on my
toolbar.
* Disable CTL, buttons disappear as expected.
* Re-enable CTL, buttons do not re-appear until I restart LOWriter.

Expected behavior: buttons should re-appear.
