Description:
With LibreOffice 5.3 and above, selecting all cells and applying Optimal Height
does not work.

Forcing the formatting of a row, the height of this is immediately optimized,
while the application of Optimal Height to all the cells results in the
optimization of the height of the cell starting from the first row and up to
the row to which it is forced formatting is applied, ignoring the others.

Optimal Height works well if applied to single lines.

Steps to Reproduce:
1. Select line 10 and apply a background color.
2. Select all the rows and apply Optimal Height.

Actual Results:  
Optimal Height is applied correctly from the first line up to line 10, where
forced formatting is applied.

Expected Results:
The contents of the cells should be entirely visible.
