No, it is pointing to a non-breaking space:

The manifestation of a non-breaking space in LibreOffice is exactly like you
say: a grey rectangle.

Your Hebrew keyboard software has a reason to use them: they do not want to
separate the words at the end of a line.

Closing as this is valid input coming from a 3rd party software.
