Different from your case, my Libreoffice preserve "#" character (not converted
into %23 ASCII code convention). 

FYI, I updated my Libreoffice to Version: 5.4.3.2 Build ID:
1:5.4.3~rc2-0ubuntu0.16.04.1~lo1.

Plz help.
