Description:
In scatter diagram I select a range for data label, however when displaying
data label data value is displayed as data label. 

Steps to Reproduce:
1.Create scatter diagram
2.Create a series
3.Chose a range for data label.
4.Enable displaying data label.

Actual Results:  
Data value is displayed instead of the selected data label.

Expected Results:
...
