Description:
Users may have many fonts in the system, and it will be difficult for them to
select their locale's font families in the font selection dropdown list.

Steps to Reproduce:
1. Install LibreOffice and launch in a locale, such as Chinese (traditional)
locale for example
2. Click the font selection dropdown list on the formatting bar or at the
sidebar to select to first user's locale font, such as Chinese (traditional)
locale

Actual Results:  
1. There are about 100 fonts listed before the first Chinese (traditional)
locale font

Expected Results:
1. It is better to group the user's locale font families and put them at the
first place before others.


Reproducible: Always
