The Navigator has a lot of issues and needs a complete rework (proposal in
[1]). But having Indexes on top is not a good idea since others like the
alphabetical index are usually placed on the bottom of the document. And
therefor users may look for the index not at top of the Navigator.

So putting all together the indexes are listed in the Navigator, and moving
things around does not solve the low findability because too many nodes with a
low relevance are shown. The status WORKSFORME is correct for the actual ticket
but it's actual a WONTFIX.
