Currently, CONCATENATE does not support ranges.
However, CONCAT does (as well as TEXTJOIN), so this enhancement request seems
somewhat unnecessary.

Both CONCAT and TEXTJOIN have been added to Calc for Excel-interoperability.
CONCATENATE is defined in ODFF1.2, where the argument(s) are described as one
or more text arguments.

I suppose this enhancement request has been granted with the inclusion of
CONCAT and TEXTJOIN.
