Description:
Extension installation 'looping', when installing extension by double clicking
the oxt (without LibO running)

Steps to Reproduce:
1. Download
https://extensions.libreoffice.org/extensions/german-de-de-1901-old-spelling-dictionaries/2017-06.22/@@download/file/dict-de_DE-1901_Oldspell_2017-06-22.oxt
2. Double click the extension without LibO running
3. Install the extension
4. Close the extension manager dialog
5. Accept the required restart -> Extension dialog shows up again

Actual Results:  
Extension dialog shows up again after first installation

Expected Results:
It's confusing, so probably not show it again.
