NO REPRO - if I slowly move 2 fingers on my MBPro touchpad from bottom to top,
the display adjusts accordingly, moving cells up so that the selected cell
CA100 moves out of the displayed range of cells, i.e. effectively scrolling
down slowly.

NO REPRO - using 2 fingers to move right or left moves the visual position of
selected cell CA100 to the left or right as appropriate.

NO REPRO - depending on inertia given to 2 finger gesture, cell display moves
by anything between 100 to approx. 200 rows.

NO REPRO - I can reach column A from column CA in a single gesture. I can reach
the extreme limit (column AMJ) of the sheet starting from column A in 4
double-finger sweeps.

I can't reproduce any of the buggy behavioural issues you describe.
My tests were carried out on a MBPro 15", end-2013, with OSX Sierra 10.12.5
