How to reproduce:
Grab an oxt (in my case I was working on a new spellchecker oxt which you can
grab in Bug 108439)

Double-click the oxt and agree to license. If I go with Restart Now, when LO
restarts, I am asked to accept the license again and to ... restart again. I
can only get out of it by doing Restart Later and then manually restarting,
which doesn't re-activate the installation screen.
