So the *Command.xcu files has 4 labels that it can pull from (Label,
ContextLabel, TooltipLabel, PopupLabel) and with changes in the menu, toolbar,
and notebookbar, labels have been modified recently.
I guess Tooltiplabel could be used, but it would have a descriptive label like
'Paste Clipboard Contents', while a label of 'Paste' would be sufficient. Also
Tooltiplabel isnt always defined, so it will need to be able to fallback on
Maxim: What is your take on this, as this issue did popup before.
