Take a simple text document with some headings and number them via Tools >
Chapter Numbering. Set cursor into one of the middle headings and chose item
"Restart Numbering" from the context menu. Save the document.
Unzip it and examine content.xml. You will find the attribute
text:start-value="-1" in the <text:h> element, where you had set "Restart
Numbering".

According to section 19.868.2<text:h> the data type is nonNegativeInteger and
therefore value "-1" is not allowed.
