I opened the xlsx on another machine. There it did work as expected:

Version: 5.3.1.2
Build ID: 1:5.3.1-0ubuntu2
CPU Threads: 4; OS Version: Linux 4.10; UI Render: default; VCL: gtk3; Layout
Engine: new; 
Locale: nl-NL (en_GB.UTF-8); Calc: group

I expect the difference to be in the locale.
I can verify this when I get back to the machine I reported the issue on.
