This tracking bug report is for bugs that seem to involve unnecessary/extensive
file accesses. Such issues are hard to evaluate for QA, but the information can
be very important. The point of this report (tag) is to provide developers with
a lead they can start with, and confirm/reject.

Sysinternals Process Monitor and Process Explorer are tools that can monitor
I/O activity.
