On Windows 10 Pro 64-bit (ver 1703) en-US. Can not confirm with any reasonable
set of Steps to Reproduce.

Resolving WFM, but please set back to unconfirmed if you have a STR that
actually fails on loading and attach a verbose installation log (i.e. command
line install with msiexec.exe /i with  the "/L*v installlog.txt" switch. Zip
that and post it.  

Otherwise installation on Windows must be done "run as administrator" to ensure
write permissions into the Windows registry, that is regardless of being logged
on as an administrators group member account, or as just a simple user account.
