Handling of the Navigator dialog changes once issues of bug 85905 "Allow
undocking of Sidebar decks" are addressed. For now we have two Navigator
content panels using the Sidebar UI--and their behavior is somewhat
independent.

When bug 85905 allows undocking individual content panels from the Sidebar,
current need for a second Navigator panel (as Samuel implemented for bug
73151#c19) is eliminated and we can get back to just the single content panel,
docked or floating.
