Description:
In my spreadsheet I have buttons and images anchored to Cell. I also use rows
of various heights.
When I insert rows or remove rows then the controls are not displayed correctly
anymore at the right position relative to their anchored cell.
I've created a simple test spreadsheet d/l here:

Inserting rows with the smaller 0.11 inch height creates a shift down
Inserting rows with default height keeps the control on the right spot.
Steps to Reproduce:
1. select row 8
2. l-shift click row 17 (so select rows 8 to 17)
3. right click (context menu): Insert Rows Above
4. repeat 3 for increased effect
Actual Results:
the control has shifted relatively to it's anchor cell
Expected Results:
maintain the same relative position to it's anchor cell
Reproducible: Always
