This issue is not about a frame, but about a text box. That is the shape, which
you enter by the T symbol. The compatibility settings do not affect the text
box.

Yes or somewhere else. The same problem exists for the classical text area in
other shapes. In the new kind of "text box" in custom shapes (context menu ->
Add Text Box) the spacing above paragraph is honored for the first line.

No.

The padding is set in Format > Text Box and Shape > Text Attributes > part
