I'm also using a laptop with trackpad (Dell). I've tried with a clean user
profile. With the example spreadsheet zoomed at 100%, I still see the problem:
it took 5 clicks last time I tried for the fast scroll to happen (waiting for
the previous click to take effect each time). And 9 clicks for it to move to
position.

Dragging the slider works as expected. PAGE UP and DOWN work as expected.
