In fact, I have restarted the machine -- many times.

The installation has worked well on two other windows machines -- both
configured almost identically to the problem machine.

It won't work at first because it thinks another installation -- could be
anything -- is running.  Disabling the Windows Installer, rebooting,
re-enabling the Windows Installer and then running the LibreOffice installer
gets past that.  It then gets stuck trying to uninstall LibreOffice 5.4.0.3 --
which I never installed and I don't have the installation file it is looking
for.
