Your laptop operates in either dynamic (automatic switching) or fixed mode as
set from BIOS. And then you choose which GPU handles which program [1][2]

Changes from AMD & HP as they moved the Catalyst drivers and interface forward.
Windows driver updates pick up some of the driver changes, but not necessarily
the best.
