As CJK users would enable asian language, it is somewhat linked to CJK use.

Yes a solution is needed to be done in the paragraph dialog to handle all 4
possible layouts. Please file a bug for this.

So when asian language support is enabled, the 'Left' entry in the drop down
menu is called 'Default', so i guess we can just go with that.
