The difference is in xl\workbook.xml. See the separator being ";" instead of
"," in Hungarian.

In US English:
<definedName function="false" hidden="false" localSheetId="0"
name="_xlnm.Print_Titles"
vbProcedure="false">Sheet1!$A:$A,Sheet1!$1:$1</definedName>

In Hungarian:
<definedName function="false" hidden="false" localSheetId="0"
name="_xlnm.Print_Titles"
vbProcedure="false">Sheet1!$A:$A;Sheet1!$1:$1</definedName>
