I have two keyboard layouts (Russian and English), I use Alt+Shift to switch
between them. In English layout pressing arrow keys selects adjacent cell (as
expected). However, in Russian layout pressing arrow keys scrolls window.

Desired behavior: arrow keys to navigate between adjacent cells in all keyboard
layouts
