Description:
You cannot delete an empty line in front of a TOC.

Steps to Reproduce:
1. Create a new file and press <Return> for creating a second line.
2. Insert a TOC.
3. Go back to the first (empty) line and press <Del> ⇒ Nothing happens.

Actual Results:  
You cannot delete the empty line.

Expected Results:
Deletion of the empty line should be possible. Because if you insert the TOC in
line 1 instead (without creating a second line), you achieve the wanted
behaviour.
