Actions taken:

* Uninstalled LibreOffice
* Rebooted Windows
* Downloaded and installed LibreOffice 5.4.2.2
* Opened an existing document, attempted to insert a PNG image using the
toolbarbutton
* LibreOffice Writer came back with a dialog box 'Image filter not found'
* Situation is unchanged wrt previous bug report.
