Believe this will happen if your JRE is not the same bit-level (32 or 64) as
the build of LibreOffice. On 64-bit Windows 10, you can have either JRE
installed, or both.

Do your LibreOffice build and JRE build match? And if both are installed, are
you selecting the correct JRE/JDK (from Tools -> Options -> Advanced: Use a
Java runtime environment check box and selection radiobutton).
