LibO hangs at the JRE Required dialog when creating a New Database

Steps to Reproduce:
1. No JAVA installed
2. Open Base
3. Create a new database (default settings)

Actual Results:  
LibO hangs at a empty JRE required dialog

Expected Results:
A probably error message, without hang


Reproducible: Always
