I can reproduce in Linux / LO 6.0dev.

I don't see any comparable setting in MS Word. Since .doc is a Microsoft
format, I'm guessing that "merge [border] with next paragraph" doesn't have a
comparable option - so we can't round-trip that setting. Suggesting NOTABUG.
Please provide a Microsoft-composed document illustrating the problem to
re-open.
