The drawing toolbar is persistent whether opened or closed by menu or context
menu. But Table isn't, and while I can show it via Tools > View it will be
hidden after restart. There might be other toolbars that behave as reported.
I believe we have a problem with the status on/off that additionally has a
third 'maybe' characteristic (context depending). We could introduce the
indetermined checkbox state (known from hierarchies where children vary) but
that must not be set manually, which would be required. So the best solution is
perhaps dialog with three radio buttons per item. No idea how the situation is
realized in code.
