Reproduced with LO 5.4.3
It seems that issue is caused by wrong relationship entry in file:
word/rels/document.xml.rels

The entry which is causing issue is:
    <Relationship Id="rId2"
Type="http://schemas.openxmlformats.org/officeDocument/2006/relationships/hyperlink"
Target="file:///G:%3FChromium.Htm" TargetMode="External"/>
