If you want to keep the ratio, you have to do the following steps:

1. right-clic the picture -> properties
2. check "Keep ratio"
3. you can change height (and width will change simultaneously) or vice versa.

So I close the bug as WORKSFORME. If the described steps don't solve your
problem, please change it back to UNCONFIRMED and add an attachement so that
the problem becomes mor clear.
