I've reproduced it with LibreOffice 5.2.7.2, the latest stable version
available in Gentoo.

(The page you linked only has RPM and DEB files, whereas Gentoo uses automatic
compilation instructions. Gentoo has LibreOffice 5.4.0.3 and version-control
live packages available, but they're listed as unstable.)

I'd be glad to test other versions if there were a quick way to install them,
but it takes several hours...

A correction: I was wrong about *all* buttons being unclickable — the "Add" and
"Delete" buttons in the individual rule set edit dialog are clickable, but the
"OK" and "Cancel" buttons are not.
