Picture dialog is named Frame when opened on picture immediately after clicking
on the surrounded frame.

Steps:
1) open blank doc in Writer
2) add two pictures
3) add a caption to picture 2 (a frame will be added around it)
4) select picture 1 with left or right click
5) right-click on picture 2 and open the properties -> right dialog title
6) select frame of picture 2 with left or right click
7) right-click on picture 2 and open the properties -> FALSE dialog title

With the steps in comment 1, the right dialog title (Picture) will be shown.
