Confirmed. The problem is in the User Interface language.
If it is English (USA), no problem.
If it is Spanish (Spain), problem.

Even with Locale settings: Spanish (Spain), Decimal separator key: Same as
locale settings
Default Languages for Documents Western: Spanish (Spain)
and Enhanced Language Support: Ignore system input language.

In fact, in english UI, the initial height is "9,89 cm" for the female painter,
and in spanish UI, the initial height is "3,90 cm".
