Prompt window

As explained in Bug 107929, we have: "Menu/Tools/Options/LibreOffice
calc/Formula - Recalculation on file load" with setting "Prompt user".
Prompt window as shown in attachment doesn't have Help button, but it should.
F1 should also open the right help.
Help content is Bug 107930.
