Now we know OP has gtk3_kde5 frontend (kde5 filepicker over gtk3 GUI) so nope,
it is very unlikely the issue has anything to do with Qt 

Sadly, I have Plasma 5 and I can't reproduce w/ gtk3_kde5, scrollbars WFM. But
maybe someone else can ... To whomever may want to test: start LibO like this

SAL_USE_VCPLUGIN=gtk3_kde5 soffice
