In writer the popupmenu's are updated but in all other apps I think it's
missing.

The idea is to have an general layout and sorting on all apps. Maybe in some
apps are other stuff available but the sorting and grouping arrangement is
always the same.

Grouping and arrangement
------------------------
1st Group: cut, copy, paste, paste special
2rd Group: is Position and Size, Line, Area, ... from menubar -> Format ->
graphic, shape, ... all are dialog actions
3th Group: are Caracter, paragraph, bullet and numbering from menubar -> Format
all are dialog actions
4th Group: is the "edit" group where you have the edit options what you
selected, arrangement is according to the menubar
5th Group: Anchor, Wrap, Align, Arrange and Group
6th Group: Caption or Label and Properties
7th Group: Styles
