Description:
When writing a document with Romanian language input, capital letters Î and Â
miss the ^. When  typing the respective capital letter the ^ sign appears only
as two dots as the rest of the sign was deleted and only the end of the legs
were displayed. If you scroll the page up or down it then appears normal. It
happens only when starting a new line, never when continuing text after dot.

Steps to Reproduce:
1. Write something
2. Start a new line with TAB
3. Input Î or Â

Actual Results:
Ä and the same with I the two dots

Expected Results:
 Î


Reproducible: Always


User Profile Reset: No
