It is possible to change the language of the current document in “Tools →
Language → For All Text”.
>From a command line, it is possible to execute LibreOffice with a desired
language for the UI with the argument “--language”.

It would be very appreciable to be able to choose the language of the document
which will be created by the execution of LibreOffice through a command line.
