Install LibreOffice and then before starting it go to <installation
path>/program. There you will find the bootstrap.ini file.

I suggest, that you first discuss the different ways to install LibreOffice on
mailing list or forum. It is possible to install LibreOffice totally into one
folder, including the user settings.
