While testing more for bug 51452 I have also had a look at this one. The
content of the group-footer is set in a table, which follows the table with the
content of "Detail". This could never work with the repeat-option except we
will put the content in the footer of the page for every page, which is filled
by the content of section "Detail". 
Tables in writer will offer to repeat the header of a table, but there doesn't
exist a footer, which could be repeated.
